Introduction


Mesnes Park Restoration Project has secured £3.4 million pounds through a successful application to the Heritage Lottery Fund (HLF) towards Phase One of the Restoration Project. Funding has been secured for the following capital works:
  • Restoration of the Pavilion including an enhanced café facility across the ground and first floor alongside seating on a new raised terrace.
  • Full restoration of the Bandstand including the introduction of a dedicated power supply for future events.
  • Repair and restoration of the Dalton Steps including the re-introduction of the missing urns.
  • Repair and restoration of the Shelter.
  • Repair of the surfacing and footpaths around the Pavilion, Bandstand and Dalton Steps.
  • Conversion of the Play Shack into a flexible space for activities alongside a satellite Café facility for summer periods.
  • Upgrade to site services throughout the Park.
  • A new build, environmentally friendly, Training Centre and Car Park to act as a base for the dedicated Park Staff and a base to deliver the training programme.
  • Interpretation signage around the key Park features to promote the history and story of the Park.

In addition, funding from the HLF has been secured for the following activity based elements.

  • Dedicated Park’s Officer for Mesnes Park.
  • Enhanced soft and hard landscape maintenance programme.
  • Marketing Plan dedicated to the Project and Park.
  • Volunteer Development Plan to develop and promote volunteering opportunities within the Park.
  • Measuring Success Programme.

Phase One of the Project also includes works to restore the Powell Monument and Pulham Rockwork feature alongside the re-introduction of the Coalbrookdale Fountain. The Friends of Mesnes Park, with active support from Wigan Leisure and Culture Trust (WLCT) are targeting funding agencies and local businesses to attract the funding to deliver these elements.

Finally, Phase One of the Project will include the redevelopment of the Play Area. Funding has been secured through the Big Lottery Fund to transform the current Play Area into a much larger facility combining a range of equipment for Under 5’s, 5 – 11’s and teenagers alike with accessible equipment forming part of the offer. Work in transforming the Play Area will start towards the end of the summer 2008.

Phase Two of the Project is awaiting confirmation of funding support from the HLF. A Stage One Application was submitted in March 2008 and a decision is expected in September 2008. If a Stage One Pass is obtained a Stage Two Application will be submitted in December 2008 leading to a Stage Two Decision in March 2009.

Phase Two of the Project includes the following capital works:

  • Restoration of the Entrance Lodge.
  • Restoration and improvements to the main entrance.
  • Repair and restoration of the other park entrances.
  • Repair and restoration of the remaining footpaths.
  • Introduction of lighting along key routes.
  • Introduction of CCTV at key strategic positions.
  • Redevelopment of the Sports Area including a new Extreme Sports Facility.
  • Repair, restoration and extension to the Bowling Pavilion.
  • Introduction of new signage at the Park entrances, new seating, bins and picnic benches.
  • Relocation of the Maintenance depot to the periphery of the Park

In advance of the HLF Approval and to safeguard the future of the Entrance Lodge, Wigan Council has approved funding to erect scaffolding around, above and within the building. Scaffolding is due to be erected around July 2008 and will be in place until the restoration works commence. As well as making the building weatherproof the scaffolding will allow engineers to carry out essential survey work.

Project Programme

The Phase One Programme, subject to finding the resource to deliver the elements outside of the HLF funding, has been designed to minimise the impact on the Park, allow the Park to remain open and package elements of the Project into infrastructure, new works and conservation contractual packages. The main focus during 2008 will be placed upon obtaining planning and listed building approval, selecting appropriate contractors and completing formal procurement processes.
